Simply put, frames allow you to display several web pages in the same window, each working both independently and with one another. You can click a link in one frame and change the content in a dozen other frames, if you so desired. They allow you to have navigation that remains in exactly the same place on each page along with too many other enhancements to mention here.

BUT - use frames wisely. And use them well - nothing will ruin a good web site faster than poorly thought out frames. Your visitors are web-savvy now, and they know the good frames from the bad.
